I. Objective: To enrich the knowledge of Macao higher education students on the Portuguese language and culture, increase their interest in learning Portuguese, enhance their command of Portuguese, promote the training of qualified bilingual persons, as well as give play to the uniqueness of Macau as a place where the West meets the East.
II. Target participants:
Type 1 - holders of valid Macao SAR Resident Identity Card, who attend full-time bachelor programs in the academic year 2018/2019, in the higher education institutions in or outside Macao, who have no basic knowledge of Portuguese (excluding students who are attending the last year of their bachelor programs or higher diploma programs lasting 4 years or longer);
Type 2 - holders of valid Macao SAR Resident Identity Card, who attend full-time bachelor programs in the academic year 2018/2019, in the higher education institutions in or outside Macao, and have reached level A1 (a level equivalent to 200 instruction hours in reference to the Portuguese Oriental Institute, IPOR) or higher level in Portuguese, or finish Portuguese’s course for minimum two semesters(excluding students who speak Portuguese as mother tongue, or have graduated from a Portuguese-language secondary or primary school, or enrolled in a tertiary education program which is Portuguese related or with Portuguese as the main teaching language, or students who are attending the last year of their bachelor programs or higher diploma programs lasting 4 years or longer).
Note: Participants are required to be enrolled in a higher education course during the periods of registration and the activities.

    From June 1 to 13, 2019 (3 classes, with a total number of 75 students)

    • Photocopies of transcripts for the academic year 2018/2019 and previous academic years (names, majors, disciplines and scores must be shown on the transcripts while freshmen must also submit photocopies of transcripts of the 12th grade of secondary education);
    • Grounds and expectations of participating in this activity;
    • The Letter of recommendation (if any).
    (The size of each uploaded document must be less than or equal to 1024 Kbytes.)

    Method 2: Download the registration form. Complete the form and submit it in person to “Centre for Higher Education Students” [Map of Location] with the required documents.

Selection:
  1. Curriculum vitae of applicants will be analyzed, under which qualified students are selected on the basis of merits.
  2. The list of selected students will be announced on the website of DSES. In addition, the selected students will also be notified by email.
  3. Release dates of admission list:
    • Lunar New Year Class: January 14, 2019
    • Easter Class: February 26, 2019
    • Summer Class: April 26, 2019
Notes:
  1. Students who pass the exam with an attendance rate no less than 80% will receive a certificate issued by IPOR.
  2. From the list of students that have finished the Basic Course in Portuguese, DSES will select students with better integrated performance to take part in the interview (which will be notified individually). In the interview, the top 60 students will be selected to participate in the 2nd phase of the “Summer School in Portugal”, held in Portugal in either July or August.
  3. Due to the time needed for administrative procedures and applying for visas, students attending Summer Class can only join the Summer School in Portugal in August.
  4. Before registration, students should ensure that participating in this program will not affect his/her regular academic course arrangements.

“Portuguese Level Test”

    • Supporting documents on the basic level of Portuguese: Upload the certificate of level A1 or higher, or the certificate for a course period of above 200 hours for learning Portuguese, or finish Portuguese's course for minimum two semesters;
    • The Letter of recommendation (if any).
    (The size of each uploaded document must be less than or equal to 1024 Kbytes.)

    Method 2: Download the registration form. Complete the form and submit it in person to “Centre for Higher Education Students” [Map of Location] with the required documents.

Selection:
  1. Curriculum vitae of registered students will be analyzed, under which qualified students are invited to an interview.
  2. The admission list for interview will be announced on the website of DSES. The selected students will also be notified by email, while 50 of them will be selected to take the “Portuguese Level Test”.
  3. Among the students selected to take the test, 25 of them with better integrated performance can participate in the Summer School in Portugal.
Portuguese level test:
  1. Content: Written and oral examinations.
  2. Dates of the exam: April or June (depending on the actual situation)
  3. Executing entity: IPOR

Due to the time needed for administrative procedures and applying for visas, students attending the exam in June can only join the Summer School in Portugal in August.

Phase II: Summer School in Portugal

Target participants:
  1. Type 1 Students who have completed the “Basic Course in Portuguese” in Phase I and passed the interview.
  2. Type 2 Students who have passed the “Portuguese Level Test” with better integrated performance.

Summer School in July: 29th of June to 28th of July, 2019 (4 weeks)
Summer School in August: 30th of July to 31st of August, 2019 (4 weeks)
The dates of the courses are subject to the arrangements of the institutions which organize the summer schools.

  1. 60 Type 1 Students who have completed and passed the “Basic Course in Portuguese” in Phase I and passed the interview.
  2. 25 Type 2 Students who have passed the “Portuguese Level Test” with better integrated performance.
  3. If the number of students who have passed the “Portuguese Level Test” cannot fulfill the quota of Type 2 students, the remaining quota will be filled by Type 1 students according to the order in the admission list.
Organization of activities:
  1. Participants will be offered by the Government, a round-trip airline ticket between Macao and Portugal, valid for three months. Students must depart on the date determined by DSES, and return to Macao at least one day after the end the course.
  2. The arrangement of housing, food and extracurricular activities will be the students’ responsibility.
Activity fee:
  1. Participants must pay an activity fee in the amount of MOP3,000.00.
  2. The Government of the Macao Special Administrative Region shall be responsible for the following costs:
    • A round-trip airline ticket between Macao and Portugal, valid for three months; participants can request to change a later return date to Macao on their own;
    • A round-trip ferry ticket between Macao and the Hong Kong International Airport, according to the flight schedule to/from Portugal. The time of the ferry tickets cannot be changed once it is confirmed. Students who want to change the set time of the ticket will be responsible for the charges caused;
    • Part of the activity fees;
    • A food and accommodation allowance of MOP4,000.00 for the period of the activity;
    • Travel insurance for the period of the activity. Students who will extend their stay in Portugal should buy travel insurance for the respective period of extension at their own cost. At the same time, it is also the responsibility of the students themselves to ensure their personal safety and meet their obligations in any accidents and incidents during the time of their extension. Students may arrange extra insurance on their own if necessary;
    • A transport pass for public transport in Lisbon or Porto during the period of the activity.
Obligations:
  1. Before their departure, participants must sign a “Commitment Agreement”, promising to comply with the regulations and related rules of this program.
  2. Students will be allowed to pay the activity fee and deliver the required documents only after they sign the “Commitment Agreement” so as to confirm their participations.
  3. After the confirmation, students must attend the preparatory meeting, the closing meeting and other related sessions organized by DSES.
    Preparatory Meeting:Summer School in July: June 25, 2019
    Summer School in August: July 26, 2019
    Closing Meeting:Summer School in July: August 16, 2019
    Summer School in August: September 7, 2019
  4. Students must attend all classes as scheduled by the teaching institutions, complete all specific requirements (including assignments, reports and presentations, etc.) and participate in all the activities organized by DSES (including all the networking, etc.) . Any unjustified absence is unacceptable.
  5. In case of any absence (due to illness, emergency or special circumstances), the students or his / her trustee shall immediately notify DSES by telephone or e-mail (no later than 12 hours afterwards) so that the Office can follow up the situation. Besides, students must submit the supporting documents (issued by the respective competent authority or, in the case of special situations, documents required by this Office have to be provided) to both the institution and to DSES within 3 working days. as well as to complete the necessary formalities for the absence. Any absence due to personal activity or itinerary is unacceptable. The attendance rate of the students must not be less than 75%, even if his/her absences are justified.
  6. Each student must submit an individual report to DSES, with at least 1,000 characters in Chinese or English or Portuguese, within 10 working days after the end of the course.
Violation of the obligations
  1. If (1) participant violates the laws of Portugal; (2) participant do not attend all classes as scheduled by the teaching institutions, or do not participate in all the activities organized by DSES (including the networking and sharing sessions, etc.) without submitting the required supporting documents mentioned in obligations; (3) participant’s attendance rate is less than 75%, even if he/she has completed the formalities for the absence, he /she will NOT be awarded the certificate and needs to reimburse the following expenses paid by the Macao SAR Government:
      a. The total food and accommodation allowance of MOP4,000.00;
      b. Part of the activity fee (to be determined according to the teaching institutions);
      c. Part of the cost of the airline ticket in the amount of MOP8,000.00.

    The calculation of the repayment amount is made based on the following:
    I. If it belongs to situation (1), the student shall reimburse all expenses of items a, to c, and shall immediately return to Macao after assuming the legal responsibilities, and have to be responsible for all the expenses derived.
    II. If it belongs to situations (2) or (3), the student shall reimburse the expenses of the item b.

    Higher Education Bureau reserves the rights to make the final decision.

  2. If the attendance rate of a student is less than 75% due to serious illness, accident or special cases of force majeure, he/she must submit the relevant supporting documents issued by the competent authority. The organizer will decide whether to accept this as special cases according to the actual situations.
  3. No certificate will be issued to a student who fails to meet the basic requirements of the course (including attending all the classes and passing the evaluation), or fulfil the above-mentioned obligations within the assigned periods of time.
Notes:
  1. Type 1 & Type 2 students will be allocated to Lisbon or Porto.
  2. Type 1 students attending Lunar New Year Class and Easter Class, and Type 2 students will be arranged to Portugal Summer School in July and August respectively depending on the actual situation; while Type 1 students attending Summer Class can only join the Summer School in Portugal in August.
  3. After notified by DSES, participants have to pay for the activity fee, submit the necessary documents, and complete the registration at the teaching institution within the assigned period of time.
  4. Some participants may need to apply for the necessary visa to Portugal on their own and submit the photocopy of the visa to DSES at least 3 working days before departure
  5. Participants must submit the information of the accommodation during the period of the activity at least 10 working days before the day of departure
  6. Before registration, students should ensure that participating in this program will not affect his/ her regular academic course arrangements.
  7. The activity fee of MOP3,000.00 will not be refunded once it is paid upon students’ confirmation of participating in this program.
